Classification workflow
Define the product’s core functionality, compare it with the legal categories and technical descriptions, then document the reasoning. A familiar device name alone is insufficient.

- Review Annex III, Annex IV and the implementing technical descriptions.
- Record evidence and seek qualified review for ambiguous cases.
